府城人的城市記憶與情感是與運河息息相關的。運河連接了台南市區跟安平，蜿蜒的水道穿過了台南人的生活空間，也從舊時至今見證了城市變化。〈潮起潮落〉用藍色象徵河水，作品緩緩漸次的起伏讓人感受時光的流逝和水的潮起潮落。

The memories and sentiments of people growing up in Tainan are associated with canals that connect Tainan city center and the Anping district. Canals meander through places where locals live out their lives and witness changes to the city over time. The undulating river, represented by the color blue, enables people to feel the passage of time and the waxing and waning of the tides.

府城人（台南人）の記憶と感情はすべて運河にかかわっています。運河は台南市内と安平井を繋げ、運河は台南人の生活のすべてがあります。運河は台南の変化をずっと見守ってきました。この作品の青色は河のことを指しています。
